This t-shirt says Schuylkill County. The design features three symbols of Schuylkill County: a lamb with barley sheaves and four diamonds.

The colors themselves are symbolic.  Black and yellow are the colors of Saxony, the state in Germany where the Moravians emigrated from.  Also, black for coal and yellow for the barley and beer making.
